Aldabonazo al destierro cubano para su ordenamiento auténtico

Esta proclama es un llamado de atención que el Movimiento Cubano Unidad Democrática (MCUD) y SOS Justicia basan en las siguientes consideraciones:

• Existen planes para reciclar a los comunistas cubanos sin tomar en cuenta que ellos, sus procedimientos arbitrarios y el poder que usurpan violentamente desde 1959 es la causa principal de la crisis política, económica, social y moral que sufre la generalidad del pueblo,

• Esos planes espurios perjudican el legítimo deseo de justicia de millones de víctimas y / o de sus familiares,

• También es ilegítima toda negociación con los opresores así como cualquier otro pacto donde se conceda la amnistía de sus crímenes, donde se le permita la posesión o uso de los bienes robados, donde se impida la administración de justicia, donde se bloquee la indemnización de las víctimas, donde se deje que esos criminales ocupen cargos públicos o infieran directa o indirectamente en los ámbitos político, económico y social,

• En las informaciones provenientes de Cuba los disidentes y opositores confirman que ellos no pueden llevar a efecto sus planes debido al aumento de la represión por parte de la policía política y sus bandas paramilitares que mantienen a los activistas en continuo estado de sitio,

• La insuficiente solidaridad internacional con los activistas pro democracia así como la efectiva ayuda que reciben los comunistas cubanos hasta de gobiernos democráticos, son dos factores que contribuyen al aumento de la represión policial contra el movimiento de resistencia interna,

• La evidente incapacidad de la resistencia interna para liberar al pueblo oprimido sin ayuda exterior es signo indicativo de que la comunidad cubana desterrada debe proceder a ordenarse rápida y efectivamente para, en consonancia con los valores democráticos que sustenta, movilizarse y obrar en el sentido de aplicar procedimientos efectivos de lucha contra los opresores comunistas,

• Los cubanos que han sido expatriados y se hallan en diversos países tienen que aprender, por el análisis de la Historia y ejerciendo el buen pensar, que no hay fundamento alguno para sustentar la hipótesis de que la solución de nuestro problema se llevará a efecto exclusivamente por los compatriotas que residen en Cuba,

• Esa hipótesis no sólo es excluyente e inaceptable por privativa de nuestro derecho a enfrentarnos a la arbitrariedad de los criminales que usurpan el poder mediante el terror sino que quienes la defienden se circunscriben a sí mismos, y a los demás que aceptan esa falacia, en el inútil inmovilismo característico de aquellos que esperan porque otros le resuelvan el problema,

• La opresión de los cubanos es asunto de los cubanos sin limitación de fronteras geográficas. Además, la realidad indica que no podemos esperar esfuerzos ni heroísmos adicionales de los patriotas que se hallan en Cuba ya que prácticamente ellos han hecho todo lo posible por la causa de liberación,

• También los cubanos exilados deben comprender que el establecimiento de cientos de organizaciones con disímiles estrategias, y el hecho loable de haber obtenido relativas influencias políticas o económicas en los sitios donde residen, no basta para conseguir el apoyo y la fuerza necesarios para erradicar la opresión comunista en Cuba,

• La voluntad unitaria de la mayor parte de los exiliados se confirma en la existencia de múltiples y valiosos proyectos concebidos por compatriotas y organizaciones cuyo principal objeto es la liberación del pueblo cubano oprimido pero, lamentablemente, otros aspectos de dichos proyectos y problemas personales entre los promotores de los mismos han impedido reunir la fuerza necesaria para colapsar al régimen comunista.

• Sólo el ordenamiento de los cubanos desterrados mediante proceso auténtico le dará suficiente representación legítima, fuerza y credibilidad ante los gobiernos extranjeros y ante los organismos internacionales con alguna capacidad para apoyar efectivamente la lucha contra el opresor partido comunista de Cuba,

• La Historia demuestra de modo irrefutable que organismos internacionales como la ONU y la OEA han sido y serán incapaces de ayudar efectivamente a los cubanos y a otras naciones oprimidas hasta que dichos organismos reparen sus defectos congénitos de no tener jurisdicción real sobre grupos usurpadores del poder, de carecer de códigos y procedimientos penales entre otros errores que llegan al extremo de aceptar como miembros auténticos a grupos criminales como el partido comunista de Cuba.

• Consecuencia directa de esos defectos de la ONU, de la OEA y demás órganos internacionales es el sostenimiento infundado, por parte de personalidades y organizaciones del destierro, de la hipótesis según la cual esos organismos inútiles actuarán a nuestro favor y de manera efectiva en algún momento no precisado. ¡Este error de cálculo ha llegado a perjudicar la causa de liberación del pueblo cubano oprimido al punto de que existen organizaciones disidentes cuyos proyectos dependen de esas entidades incapaces!

Teniendo en cuenta las consideraciones anteriores, respetuosamente convocamos a las personalidades y a los dirigentes de organizaciones del destierro para:

• Poniendo a un lado las naturales diferencias de los hombres libres, se establezca el ordenamiento necesario (llámese a este congreso, asamblea, concilio, alianza, frente, movimiento unitario del destierro o como se decida llamarle) de manera que cada organización y personalidad (sea empresario, religioso, artista, científico… etc.) tenga la oportunidad de presentar las proposiciones que crea necesarias para resolver nuestro problema participando plenamente en este procedimiento con voz, voto y con la disciplina característica de quienes se hallan en capacidad de pasar a fases superiores de actuación en pro de sus objetivos.

• Determinar y aprobar (por voluntad de la mayoría y el disciplinado acatamiento de la minoría) cuantas normas se requieran para la operación de ese órgano representativo del destierro.

• Diseñar un plan de operaciones contra el régimen castrista que comprenda los métodos de lucha que la Historia confirma como útiles para erradicar cualquier estado opresivo, y se renuncie a la aplicación de procedimientos sin fundamento científico que sólo conducen a la especulación o al error.

• Crear el fondo para la causa de liberación del pueblo oprimido de Cuba así como los procedimientos de control público del mismo.

• Fundar el medio de prensa oficial de ese ordenamiento de la comunidad cubana desterrada.

• Elegir embajadores de la representación legítima del destierro y asignarles las tareas necesarias para conseguir suficiente solidaridad internacional con la causa de liberación de los cubanos oprimidos.

• Disponer y ejecutar las gestiones necesarias para echar del poder a la minoría que oprime al pueblo cubano y poder así llevar ante la justicia a ese grupo de criminales garantizándole penas adecuadas según el tipo de delito cometido.

• Planear, aprobar y poner en práctica cuantas otras normas o procedimientos sean necesarios para conseguir las metas anteriores.

Reiteramos esta convocatoria a toda personalidad y organización del exilio a los que también exhortamos a llamar a los patriotas con quienes mantengan contacto para que nadie sea excluido de este llamamiento.

A quienes quieren libertad plena y sistema de gobierno democrático para el pueblo de Cuba pero erróneamente creen que la unidad no es posible o útil; a quienes sostienen el sofisma de que la división que nos debilita ante el enemigo común es consecuencia lógica del obrar en democracia; a ellos le indicamos que ya no se puede esperar más, porque el pueblo cubano oprimido no soporta tanto horror. Llegó el momento de ser protagonistas ejecutando acciones concretas, inteligentes y enérgicas como nunca antes se han ejecutado.

Es evidente el error y la ausencia de resultados positivos de quienes proponen planes sin fundamento o tratan de conseguir soluciones imposibles por su dependencia de la inexistente buena voluntad de los funcionarios del régimen comunista. También a ellos los llamamos a la unidad, los convocamos a ser parte de un procedimiento auténtico donde podrán participar plenamente y en igualdad de condiciones. Luchar contra la injusticia es derecho y deber de todos.

Aclaramos que nosotros, quienes suscribimos este documento a nombre del MCUD y de SOS Justicia, renunciamos por adelantado y de forma irrevocable a cualquier proposición para dirigir este u otro procedimiento relacionado con el ordenamiento de los desterrados. Sobran compatriotas capacitados para ello. Sólo coordinaremos los primeros pasos de este asunto hasta que los participantes en el mismo arriben al encuentro inicial.

No obstante, participaremos en el ordenamiento como simples integrantes. Seremos voz de nuestras pequeñas organizaciones y nuestro primer voto es a favor de la unidad de quienes desean erradicar el comunismo en Cuba. De igual modo declaramos públicamente que aceptaremos toda decisión adoptada por mayoría y estamos listos para cumplir cualquier tarea que nos asignen.

En los sitios de Internet del Semanario A Fondo y del MCUD se publicarán periódicamente los resultados de este llamamiento.

Para contestar a esta convocatoria hemos dispuesto el siguiente correo electrónico: aldabonazoporcuba@yahoo.com . Esperamos que se responda breve y debidamente a este aldabonazo . Ahora se trata únicamente de decir “Sí” o “No” a este llamado. Los debates y las decisiones se adoptarán por mayoría durante las sesiones.

El silencio será interpretado como respuesta negativa a este llamamiento. Sin embargo insistimos en que todos los desterrados somos igualmente responsables de hacer realidad el usual lema de “Para Cuba ya es hora”.

A wakeup call to the Cuban exile for their authentic organization.

"To do is the best way to say" - Jose Martí –

This proclamation is an attention call that the Cuban Movement for a Unified Democracy (MCUD) and SOS Justice base on the following considerations:

• Plans exist to recycle Cuban Communists without taking into account that, their arbitrary procedures and power that they violently usurp since 1959 is the main cause of political, economic, social and moral crisis which the majority of the Cuban people endure,

• Those spurious plans harm the legitimate desire for justice of millions of victims and/or their families,

• It is also illegitimate any negotiation with the oppressors as well as any other pact that grants amnesty for their crimes, where the possession or use of stolen goods is allowed, that impedes the administration of justice, that prevents the indemnification of the victims, that allows those criminals to hold public positions or infer directly or indirectly in the political, economic and social scope,

• In the information originating from Cuba the dissidents and opponents confirm that they cannot take their plans to effect due to the increase repression on the part of the political police and its paramilitary groups that maintain the activists in a continuous state of siege,

• Insufficient international solidarity by the pro-democracy activists as well as the effective aid given to the Cuban Communists even by democratic governments, are two factors that contribute to the increase police repression against the movement of internal resistance,

• The evident incapacity of the internal resistance to liberate the oppressed people without external aid is an indicative sign that the exiled Cuban community must indeed come together fast, in keeping with the democratic values that sustain them, to mobilize themselves and work together to apply effective procedures to the fight against the communist oppressors,

• The Cubans exiled to different countries must learn, by analyzing History and exerting good sense, that there is no foundation to sustain the hypothesis that the solution to our problem will be taken to fruition exclusively by the compatriots who reside within Cuba,

• That hypothesis is not only exclusive and unacceptable by denying us our right to face the abuse of the criminals who usurp power by means of terror but those who defend this hypothesis isolate themselves and others that accept that deceit, in their useless do-nothing policy characteristic of those that wait for others to solve their problem for them,

• The oppression of the Cubans is a matter for the Cubans without limitation of geographical borders. In addition, reality dictates that we cannot wait for additional efforts nor heroisms by the patriots in Cuba since practically they have done all that is possible for the liberation cause,

• Also the Cubans exiled must understand that the establishment of hundreds of organizations with dissimilar strategies, and the praiseworthy fact that they have obtained relative political and economic influences where they reside, are not enough to obtain the support and the force necessary to eradicate the communist oppression in Cuba,

• The unitary will of most of the exile is confirmed in the existence of multiple valuable projects conceived by compatriots and organizations whose main objective is the liberation of the oppressed Cuban people but, lamentably, other aspects of these projects and personal problems of their promoters have prevented the unification of force necessary to collapse the communist regime.

• Only the organization of the Cuban exiled by means of an authentic process will give sufficient legitimate representation, force, and credibility by foreign governments and international organizations with some capacity to indeed support the fight against the oppressing communist party of Cuba,

• History demonstrates irrefutably that international organizations like the UN and the O.A.S. have been and are incapable of helping the Cubans and other oppressed nations until these organizations repair their congenital defects of not having real jurisdiction on usurping groups of power, of lacking codes and penal procedures among other mistakes such as accepting criminal groups like the communist party of Cuba as authentic members,

• A direct consequence of those defects of the UN, the O.A.S. and other international organizations are the groundless support, on the part of personalities and organizations of the exile, of the hypothesis according to which those useless organizations will act in our favor and effectively at some unforeseen moment. Th is miscalculation has so harmed the cause for liberation of the oppressed Cuban people to the point of which some dissident organizations exist today whose projects depend on those incapable organizations!

Considering the previous points, respectfully we summon the personalities and leaders of organizations of the exile to:

• Putting aside the natural differences of free men, establish the necessary body (call it a congress, assembly, council, alliance, front, unitary movement of the exile or whatever) so that each organization and personality (be it an industrialist, monk, artist, scientist... etc.) have the opportunity to present their proposals deemed necessary to solve our problem participating completely in this procedure with voice, vote and with the discipline characteristic of those who have the capacity to advance their objectives.

• Determine and approve (by will of the majority and the disciplined observance by the minority) whichever norms are required for the operation of that representative organization of the exile.

• Design a plan of operations against the Castro regime that incorporates fighting methods that History confirms to be effective in eradicating any oppressive state, and forgoes the application of scientifically unfounded procedures that only lead to speculation or error.

• Create a fund for the cause of liberation of the oppressed people of Cuba as well as the procedures of public control of it.

• Establish the means for the official press of the new organization of the exiled Cuban community.

• Elect the ambassadors to legitimately represent the exile community and to assign the tasks necessary to obtain sufficient international solidarity to liberate the oppressed Cubans.

• Set up and execute the management necessary to overthrow from power the minority that oppresses the Cuban people and thus be able to take to justice that group of criminals guaranteeing them the appropriate penalty commensurate with the type of crime committed.

• Plan, approve and put in practice whichever other norms or procedures are necessary to obtain the previous stated goals.

We reiterated this call to all personalities and organizations of exile to which we also exhort to call on other patriots with whom they maintain contact with so that nobody is excluded from this summon.

To those who love total freedom and a democratic government system for the people of Cuba but erroneously think that unity is not possible or useful; to those who maintain the sophism that the division that debilitates us before the common enemy is a logical consequence of building a democracy; to them we say that we can no longer wait, because the oppressed Cuban people can not support more horror. Now is the time to be protagonists executing concrete, intelligent and energetic actions as they have never been executed before.

It is evident the error and the absence of positive results of those who propose unfounded plans or try to obtain impossible solutions by their dependency of nonexistent good will of the government officials of the communist regime. We also call on them to unite; we summon them to be a part of this authentic procedure where they will be able to participate totally and equally. To fight against injustice is a right and duty for all.

We clarify that we, who authored this document in the name of the MCUD and SOS Justice, resign in advance and irrevocably to any proposal to direct this or any another procedure related to this exiled body; there are many capable compatriots for that. We will only coordinate the first steps of this subject until the participants in the same arrive at the initial meeting.

However, we will participate in the organization as simple members. We will be a voice of our small organizations and our first vote is in favor of unifying those who wish to eradicate Communism in Cuba. Equally we declare publicly that we will accept all decisions made by the majority and are ready to fulfill any task that is assigned to us.

The results of this summon will be published periodically in the Internet web sites of the Semanario A Fondo and the MCUD .

Now it is time to simply say "Yes" or "No" to this summon. The majority will determine debates and decisions during the sessions.

Silence will be interpreted as a negative response to this call. Nevertheless we insist that all of the exiles are equally responsible to make the timeless motto of "For Cuba the time is now" a reality.
